• Paint has been applied too heavily
• The surface was not thoroughly dried before application of paint
  

Prevention

• Maintain 15-25 cm (conventional) or 35 –45 cm (airless) distance to surface
• Obey flash off times

Remedies

• Allow surface to dry 10 to 12 hrs (preferably overnight)
• Sand and apply paint in thin coats
